Reordering Dashboard Instruments

Just shipped a small feature that should make maintaining your dashboards a lot more pleasant. Previously instruments were statically arranged in the order you originally added them. If you ever wanted to change that order, you had to delete and re-add the instruments. Starting today you can just drag-and-drop instruments to reorder them!
