This technology page does a great job walking you through the architecture of Silverline and explaining how the service works. For example, the interaction of applications with the Silverline Library states:
Every resource consuming system call from the application is intercepted by the Silverline library. If the application has remaining quota, the call is allowed through. If it has no remaining quota the call is delayed until additional quota is granted by the Silverline agent.
